Recommended Toilet Flange?

I'm currently working on a restroom remodel, and need to re-do the cracked PVC flange once the new floors are down. I want to say the current flange is either a 3" or 4" PVC that is glued inside the pipe. I'll be placing a Toto Nexus toilet on top, so rather spend the money on a quality flange to have no issues later? Also, probably a dumb question but for people who have installed the TOTO toilet does the flange need to be flush with the tile or slightly below?

it never needs to be below the floor. Id say perfect is for the bottom of flange to be on top of floor, and any higher is risky because I gotta guess where finish floor will be sometimes. I use a plastic / stainless steel type ring the metal painted ones are ok but they rust , all plastic is last choice for me

Do you have a link to the plastic / stainless steel flange you are talking about?
