From everything I'm reading the toilet flange should be slightly above the floor. Mine is a good inch below the floor height. My toilet also has a long horn attached to the bottom that appears to just sit on top of the wax ring. I just had my toilet reinstalled and the guy insisted he didn't need a riser or anything that a wax ring would be fine. I'll add some pictures. I was hoping someone might be able to let me know if this is fine or if I should have it redone. Just a little side info. The toilet was rocking slightly and this is why I had it looked at. Whoever originally installed it just used a single wax ring.
