Leaking Kohler Bidet Transfer Valve w/ Vacuum Breaker (K-59707)

I have a Kohler San Tropez Vertical spray bidet with Bancroft faucet. The issue I am having is with the transfer valve w/vacuum breaker (part # K-59707). The transfer valve has a hole in the stem that leaks when the valve is both open and closed. See the attached photo of the transfer value and the stem hole. When installed the value leaks water which drops right to the bathroom floor. After inserting the transfer valve into the mounting hole from the underside of the bidet, the installation instructions say from the front of the bidet, rotate the transfer valve until the pipe fitting faces towards the right. That would position the hole in the stem facing to the left. There is nothing under the transfer valve to catch the water. Is the transfer valve I have just defective or am I installing it incorrectly? Thank you.
