Had two Toto Drake CST776CEFG#01 elongated bowl toilets installed. They have different water levels in the bowls, with one being very low. Made sure the rubber hose going into the fill tube is installed correctly and filling the fill tube instead of filling the tank which seems to be problem with some of these, and confirmed that it's installed correctly and filling the fill tube. Water level in each tank is identical, fill tubes installed correctly, etc.

How can I adjust the level of the water in the bowl?

Water levels are determined by the bowl trap design and the duration of the tank fill also affects it.

Do check that both tanks are the same model number, the bowl on top part has no model number visible.

Do a flush and measure how far the water drops and then time the fill. Do the other one. Check that the bowls flush the same amount of water. I find a quick flip of the trip lever, or hold it down until the tank is nearly empty does, the time to fill is different.

The bowl that fills at the lower level, hold down the float of the fill valve And let it overflow. This will put more water in the bowl. If the level stays low, no change or very little, one of the bowls is defective or one unit has a little more water flow. Check that the stop valves are fully open to assume both toilets have the same pressure and water flow.
