If you shut the gas supply off, does the sound continue? Is there a blower? Any kind of damper in the chimney. At first I figured it could be wind blowing over the chimney, like blowing air over a bottle but that doesn't sound like it. Can you put your hand on the pipe at the brick to feel for any vibration? Sure it is not sound from outside the home traveling down the chimney pipe? Chimney's can cause strange stuff like this one.

Thanks WF. Sounds like part of the gas is burning back in the burner. Burner needs to be pulled and cleaned. Don't forget the orfice. Might be able to see the burner from the bottom with a mirror.
