10x35 Tank Clack WS1 Nightmare Project in CA

I decided to re-bed this 7 year old 1035 tank with a WS1 valve and have only reduced my water hardness from 34 to 30. What am I doing wrong?

Here are my system details:
Rebedding: 15 pounds of gravel washed to crystal clarity
Resin: 1 cu ft. Purolite C-100E (only used 2/3rd of 1 cu ft to maintain freeboard level and mimic old free space) I can go all the way to the top of the non-dome and fill the tank further)
Kept the old stand pipe but replaced the top basket.
Washed the tank with Iron Out

My Water hardness: 34 city water CA
Average gallons usage per week: 700 gallons
My WS1 Settings:
Capacity: 24k
Salt: 9.5 lbs
Regen: Auto, 14 Days

Worst part is I have a tiny system inline for my coffee machine which is hitting 1 grain of hardness. It runs off the washer line on 3/8” pipe and that tank capacity is a Clack 0613 with a sediment and carbon filter. Why is that working and this one not specially after the rebedding? Is it because it takes time? I am testing cold water in two faucets. Am I regenning incorrectly the new resin? Is the valve bad?

I inspected the white injector in the “E” down housing and it was clean. I also inspected the white injector for the brine tank. Clean and clear.

The only thing I can think of is either the new resin is not enough in quantity or the brine solution is not correcting the new resin. I regenned 15 minutes after pouring the 3 bags of salt. My 1st attempt at regen was using 6-month old suspended brine in crystallized salt which I subsequently replaced with three brand new bags. With the old salt, the system sputtered getting brine in but after that failed cycle with the fresh salt I consumed one entire bag in the regen cycle. The pic pencil line shows the water level before the first successful regen afyer the new salt. I am afraid I don’t have enough water for the next regen.

After all this hassle, My water hardness is down from 34 to 30. Maybe I will revert to buying the $390 48k grain system on Ali Express but I want to see this thru. Hate to throw it away !

Also this factoid: Looking at the Pentair specs for a 10x35 tank: 23.8" for non-dome area, 5.9" for top dome, 5.2" for bottom dome.
1 cu ft in a 10" diameter tank is 22" high so if I fill the bottom dome with gravel then it will leave 23.8-22+5.9=7.7" or 22% left for freeboard space. Is that enough as I've read the general recommendation is to leave 1/3 free?

I am at my wit’s end! Help! I love how knowledgeable everyone is on this forum. Hopefully you can help me.

In addition I have this wall mounted brass bypass with a plastic plug in it which I sm suspicious about. Another scene in my nightmare ! when engaged it cuts off the water softener. When I pull it towards me it is in bypass mode. When i push it backwards it is open. I know this because when I run a tap the display blinks “Softening” but ironically the gallon count down does not match water being softened. This house was built in 1970. Could it be clogged after being softened? When I disengaged the tank plenty if water was coming into the tank. Thanks for looking.
