where is cold water pipe

I tried posting earlier. It doesn't look like my post made it. So trying again.

I live in Bay area(California ). I need to fish a wire across the doubled up 2x4(Eventually I wanted to use the vent for a washing machine in a room to the right of laser line. But based on what I am seeing here it doesn't seem possible plus with it only being 2x4 and the wall not being furred, i dont think I can take a 2" pipe horizontally with no framing work). This is in the powder room which is on the ground floor. This wall is a common wall between the powder room and the garage.

Q1) Another data point is that the hot water pipe is going up the wall alongside the vent pipe(vs going down through the floor )
Q2) Notice that the cold water line is in the same vertical plane as the studs. Is this cold pipe encased within the studs?
Q3) Could this be load bearing stud?
Q4) If it's not encased it surely is going through the floor?
