toto drake st776sa 1.6 gallon tank

i bought a toto drake tank model st776sa and looking at replacing the thu407 flush valve seal,which is the flapper on normal toilets. it seems that I have to remove the entire tank to replace this seal. am I correct and if so why would a toilet tank be designed like this?

If that's the part that I think it is, the gasket for the flush tower, you don't need to remove the tank, you just remove the flush tower from inside the tank.
