Soldering with water leaking

This is a refrigerator water line I want to remove.

No longer want it. The main water valve seems to leak so I get a constant drip water coming out of the valve

The joint will not get hot enough to remove. I just want to remove and cap it.

If there's a drop a water left in the pipe can't solder it till every last drop doesn't carry off the heat.
