Slow leak irrigation meter

Hi, hopefully someone can confirm or deny my suspicions.
I have a water meter for my main house and I have a water meter for my irrigation system.
I have not used my irrigation system in a couple months, at least. The rainbird is set to OFF.
The meter attached is the irrigation system meter.
It is going up so slightly all the time. You can see some time lapse pictures.
We have not had rain in some time.
There is always water at one point in the bottom of my yard that drains into the street.
Would I be right to believe there may be a leak in the system, since it is slowly moving but everything turned off?
Should I shut off the water with a tool or just call the water people?
Any thoughts are appreciated.
