Water meter not moving despite obvious leak?

Hi all,

I ran into a unique situation today. I heard a hushing sound coming from my kitchen wall, but the outside water meter (including the small triangle) was not moving. Had a plumber open up the kitchen wall and turns there was a pretty brisk leak in one of the hot water pipes (copper) at it's 90 degree angle. However during this entire time, the water meter wasn't moving. And it definitely wasn't a small pinhole leak either that wouldn't register on the water meter. The water meter runs whenever water is used in the house otherwise, so I know the meter works. But why did it not register this leak in the hot water line? Could it be because it was draining water from the water heater tank so the tank "insulated" the meter from registering any water droppage? The plumber didn't seem to know why it didn't register either. The leak is fixed, but I now have trust issues on whether I can use the water meter to guage whether a leak is happening in the house or not.
Anyone have any thoughts?

Sometimes a meter does fail like anything else in life and in cases like this the water company may issue what they feel the average usage is and charge accordingly.

I would not mention the leak but would ask for an inspection to make sure the meter is accurate as you think it may have a misreading from cavitation.
