Should I cut concrete before or after framing in basement remodel?

Dear all,
I'm looking for advice on order of operations for a basement remodel. The picture below is what the current setup looks like for plumbing. On the left-hand side is the main sewer stack. Next to it is a washer drain. I can see rough-in's for a toilet, shower, and vent but they're all off from what I'm planning. I'll need to cut the concrete to get all the plumbing put together below the slab. Should I cut the concrete before I frame things or cut first? I attached the current
