Sewer clean out!

Hi there
Absolute beginner here and I’m looking for my sewer clean out.
In front of my house is a little box.. see picture.. it says water on the lid!
is this the sewer clean out? What’s the big thing in the middle? Which pipe do I use?

If the box says water it'll be the water. Sewer will likley be a pipe with a plug in it. Or a box that opens up, when you open the box the will be a pipe with a plug in it.

What water would it be? The main water in on the street.
This box is in front of my house on my property.. it has 3 pipes coming out and this big thing in the middle?

What size are the pipes coming up? Normally a sewer line outside is 4"
I suppose those could be combos facing each direction for snaking.

I believe it’s 2x 3 inch pipes… I don’t know what the big thing is in the middle..
I hear when I flush the toilet or run water.. , also I don’t find any other pipes near my house that look like sewer pipes..
the house was build 2004 in Las vegas so def must have a clean out..
