Possible leak in water supply line

We have a wet spot in our front yard that has been there for a few weeks (maybe ~ 1 ft in diameter). It is definitely in the area where I would expect the supply line run from the meter.

Here's why I don't think it is a water supply leak:
  • We have checked our water bills for the last few months and I just took the reading off the meter. Our water bill (usage) has not changed
  • I turned off the water inside the house for one hour and monitored the leak detector. The leak detector arrow did not move.
  • The wet spot has come and gone several times over the last few years
We think that the water source might be a small underground spring, but we are wanting to sell our house and be sure there aren't any issues.

I have thought about getting the water tested for chlorine. Any idea if pool strips would be accurate enough? If it is a spring, I would expect to see no chlorine and a difference in the drinking water.

Is one hour long enough to monitor the leak detector on the meter for a leak?

One hour is plenty long. You may have a spring there. Your water billings are consistent? Sounds good to me. The little wheel spins when there is water running.

Why not dig a hole in this area, and see how fast it fills up.
