no hot water from faucet

1. Gas water heater turned off several years ago. Cold water continues to be used. At some point, water stopped coming out of the hot faucets if I accidentally moved the handle that way. Now I want to turn the heater back on.

Why doesn't hot water come out of any of the faucets in sinks and bathrooms? It appears the water inlet to the tank is open. Cold water pressure is fine. Is the tank probably empty for some reason, or does the heater shut down water flow, somehow, when the pilot light isn't lit/no gas pressure?
What do I need to do to start this back up? Should I connect a hose to see if there's water in the tank, probably drain it if so? I assume I need it filled before lighting the pilot - is the process: shut off water inlet, drain it out hose, then open the shut-off to refill? Will I hear the water shut off when it's full?
2. Replacing my kitchen faucet. One water line has a blue handle, one red. Water comes out of the red line fine, with pressure - it's not just the line draining, it continues to flow fine. Water came out of the blue line at first, but very muddy, and it would vary, sometimes with lots of pressure and clear, but then stopping, sputtering, and muddy. Did that about a minute overall between several on/offs, but finally, water just stopped completely, not a dribbling stop, it went from full pressure clear water to nothing instantly.

So, first, I'm thinking the handles might be reversed? Since my water heater is off, I can't confirm, and maybe all the muddy water was just because that sink hasn't been used and it's on the other side of the house from most of the other facilities; however there is one outdoor faucet right there as well, the one I have always been using without issue, so I'd think that'd keep the cold line pretty clean. Makes more sense that it's the hot water line with the wrong handle. Since the other water line with the red handle works fine, full pressure, clear all the time, it makes sense that it's actually the cold line. Unfortunately, since my water heater is off, I can't confirm.

3. Nothing comes out of the new faucet. Aerator is clear. I hooked it all up without flushing those lines first, so once I saw all that muddiness come out, I figured that was the issue. I've taken it apart and blew though the lines. Connected the working red-handled water line to one side and a normal flow comes out the sprayer attachment for a second then just a drip. Nothing comes out the faucet.

Does the faucet need flow from both lines to operate? It's a cheap, one-handle faucet that you move left/right up/down.Any suggestions would be awesome. Not sure where to start on any of this.
