Hot water recirculation loop

My house was gutted and when redoing all the piping, I had a hot water dedicated return line installed for future use. The plumber who did that work wasn't the one who reconnected my hot water tank. The return line isn't currently being used.

We're about to close and finish the basement, and install a new hot water tank. I want to start using the return line with a pump, etc ..

What I can't figure out is that the plumber originally bridged the main hot and cold lines and I don't know why. I can't ask him for various reasons. I have since removed the bridge but I'm not sure if I should have. I removed it because the hot water seemed to be traveling into the cold line. I would like to get this all figured out before I close up the ceilings. I'm not even sure if this is related to the recirculation line.

There's no tempering valve.

Nutso = I was right to disconnect it and should not redo what he did?
