Delta shower rebuil

rehabbibg a shower. Redid copper pipes, shutoffs, new pex, new housings, new hardware, everything, tested for leaks, new cartridges and assembiles, but in an old apartment building - cannot seem to get anything but lukewarm water mix out of shower. i have adjusted the cartridge mix settings countless times. Within feet of this housing Other sinks get hot water - tested the water heater, seems fine. When i adjust the water intake ie turn on only the hot water either nothing comes out or at best extremely low flow. What step did I miss, or how can I back up to restart and get a decent water mixture? Wife snd I are both pretty good w this stuff, have done much more complicated builds and were stumped.

do you have any new place where crossover might be present? to test, turn cold off at WH, open hot valve anywhere to confirm there is no continuous flow.
then if no crossover
to check the shower valve.
1. with water off, pull cartridge
2. turn on hot side water (easy if you have integral stops, we ALWAYS and only use integral stop products) and flush to confirm flow

The cartridge is balanced with a spool. So if there is no flow on one side there will be no flow on both sides.

You must not have the temperature limit turned up. Did the handle turn all of the way towards the hot when the trim is on? Or does it stop short (short travel toward the H for hot)?

good point that needs to be looked at. mayby handle cant turn enough due to the limiter?
