Toilet from man stack

Hi I live in Ontario and wondering i want to add a main floor 2 piece bathroom. The location of new bathroom located 15 feet from main stack.So the toilet will need to travel 15 feet on horizontal.If the toilet is wet vented in bathroom with vanity can I have a 3 inch pipe travel that far to main stack?also the wall it needs to travel on has my electrical panel. How close can pipe be to panel?
