Removing Flange bolts

Our toilet was loose due to the left bolt rusting and breaking. It looks like the flange is OK. The right bolt appears to be fastened to the flange with a nut that I have no chance of unfastening (there was one on the left side). I figure I can cut the right bolt off with a dremel, but I'm not sure how to clean out under the lip of the flange so new bolts can fit in, or if they even would given the flange is below the level of the tile. Any advice would be greatly appreciated.
