Pump and pressure tank setup problem?

I have an issue where my meter is turning when the pump cuts on even when no water is on in the house. I have checked for toilet leaks and there are none. Attached is a picture of thr setup for the condos i live in. The dark blue meter is for my unit and the pipe has #4 written on it.

Is there a problem with this setup? Should a T be installed? Or a check valve? The pressure tank on the right is not in use. So look at the one in the right. Appreciate any advice.

One way this could happen is if your thermal expansion tank is absorbing water as the pressure rises.

Note what the highest water pressure is, which is when the pump turns off. Suppose that is 60 psi. Close your valve in line with the meter, and open a faucet to relieve the pressure in your pipes. Measure the air pressure in the thermal expansion tank, and then raise that to 61 or 62 psi. That way the thermal expansion tank should stay empty.

I don't know if your water meter has a check valve built in. And you did not actually say you have a thermal expansion tank, but if you don't I don't know what else would cause your symptom.

It would be strange for the meter to only spin when the pump is running. Even if there is a leak or a demand water from the pressure tank would still spin the meter when the pump is off. However, if the pump is coming on and the meter is spinning, water is going somewhere. Maybe a cross connection and a neighbor is using your meter. Close your valve for a while and see who complains about having no water.
