Old Delta shower system with 4 handles including diverter handle

My daughter bought a house recently and in the master bathroom is a Delta shower setup that I've never seen before. There are 4 values - one that turns the main shower head on, a diverter to a hand held unit, and then two 'valves' with no handles which I assume are doing something for the hand held. These have roman numerals on them. Has anyone seen a setup like this and if so, what handles can I buy for where there are no handles. Thank you for your help.
