Hot water heater on casters

I purchased a new electric water heater and will be installing it in the breezeway between the house and the garage. The breezeway is floor is concrete and is a unheated area (will insulate the heater and plumbing). I have already drilled holes in the brick to the crawlspace so can connect the lines. For whenever the tank needs to be drained, I am considering building a platform made of 2x4's using steel angle brackets and put a 2" thick concrete block under the center 2x4 for additional support so it will be easier to drain it. I would like to put steel casters on each corner of the platform in order to be able to maneuver it so will be easier to do the plumbing to the crawlspace. Because of the concrete block in the center, the tank will not move when filled. The tank is 50 gallons, so when full will weigh about 550 lbs. The casters are rated at 300 lbs each, which is more than enough to support the water tank. The tank will have a pan on the bottom. Any problems with this set-up and would it cause any problems with an inspection if I ever sell the home? FYI....this is DIY project, and not be permitted.

WHs have a drain valve that accepts a garden hose. So that make it easy to drain the water to anywhere downhill.

I understand that, but will be faster draining if elevated. The other reason so will be easier to maneuver when installing the plumbing. Main question is if any problems with heater on a platform with casters.

maybe you'd be the first person on the internet to do it, but heck, it sounds like a fun/wacky plan if you build it well and strap it all on a frame and ultimately secure to a wall
