Frozen leaking water hose valve outside - what to do?

Earlier this week I insulated all the plumbing around my house but failed to realize I had a leaking water hose valve. This morning went to check around the house and found a large icecle had formed off the valve. What can I do now about this valve?

Thaw the ice and repair the faucet.
