Trench dwv inspection HELP!

Plumber tied into the main with a 4" wye but installed no test tee in between the c.i.main and the wye about 4 feet down.the wye goes straight to the vertical vent.can the test tee go to the vertical or does it need to be underground where the tie in starts?Should it be place somewhere else?

I would want a test tee for the new work going in, and have it accessible. A buried test tee isn't going to do me much good.
