The plastic flange broke, so I screwed a stainless steel repair flange directly into the subfloor.

Then I used the Fluidmaster blue rubber thing instead of wax.

Toilet does not rock or move.

The Wax-Free seal must meet both the flange and the base of the bowl for it to seal.
Often the distance between those two things can vary quite a bit. That's one of the reasons I like using wax as a seal, I can go with a single, two wax rings stacked, or a deep wax seal.
If you look under a bowl, it is raised. A single wax works well if the flange is higher than the flooring. How high or how low is your closet flange now? And what do the Fluidmaster instructions say they will fit?

It seems possible that their is a gas path under the stainless steel ring. Wax would go down and touch the remaining plastic. The waxless would press the plastic? Dunno.

You could do a hybrid. Force wax below, giving the waxless a smooth area to contact. You can form wax from a ring with your bare hands, or use nitrile gloves to keep your hands cleaner. The hybrid would seem more forgiving for things like plunging pressure than pure wax.
