On the broken pipe, Im thinking its abandoned but if its not than it aint doing much. and another point is you cant break a broken pipe because its already broken. deal with that later dont stop digging no big deal to repair if need be. just try to leave enough that you can get a band on it
If cource of action is to replace 1 foot of pipe . then dig on!
Further recomendation is a ball valve on other side of meter so you can monitor to see if another leak exists.

Ok I only asked because its in my way and is gonna cause me more work to have to dig more for working room. I did pull of a section of it. 5 feet down, another foot to go.. plumber called and quoted me 1100 to fix... its my motivation for the day. As far as filling in the gap between the steel pipe sleeve and copper pipe, is the masonry polyurathane sealent a good idea?

1100 for what? a 1 inch coupling and a foot of pipe. can you fit down there to work? yes I would use that sealant and wrap pipe with the 10mil tape no exposed copper touching dirt or anything

Suspect has been located... not sure but it looks like they just layed on the concrete where the pipe meets the foundation a bit too much.. should I just chip it away?

You might check that the leak is from the house side of the hole. It very probably is, but could be worth checking.

Not sure what you mean. The hole in the copper is in the concrete. Theres no water on the outside of the house portion of pipe.. I think I might be reading what youre saying wrong.

I had heard of water traveling along the outside of a pipe to an inside location. I think you have already done what I suggested. I had been thinking you may have cut the water, and rethinking that, that was silly.

You could rent a core drill, and drill from inside to make room for the sleeve.

No objection to soldering underground pipes? Maybe that objection is only for under slabs.
