Hot Water Shower Stem

I recently replaced a water shower stem and I can not get the water to totally turn off. The stem is for an old Danco Sterling faucet. I am pretty certain I have the correct stem and it was installed correctly. I realize the stems will wear out quickly if continuously over tightened, however, since it is new I don't believe that is the case. I am definitely not a plumber, but never had any issue like this in the past replacing sink and shower faucets. Any help or suggestions would be appreciated.

You either have the wrong stem or a washer also needs replaced. Possibly the body needs cleaned and your shredding rings or washers. I'm not sure what your working on but something ain't right.
