Whining toilet

Hi. I Iive in a rented townhouse. The toilet in my upstairs bedroom started to whine when flushed a few weeks ago. I did dome research and changed the washer inside the top of the intake line. The shut of valve back it began to drip once I turned it back on. The whine stopped immediately however. I replaced the shut off valve stem which fixed the leak. Unfortunately, the toilet began to immediately whine again. Before I get my landlord to send a plumber out, is there anything else that I can do? Thanks.
