Well pumptec undercurrent trips when pressure tank is empty

I have a 75 foot well with pressure tank and submersible pump. It has a pumptec pump protection device. We experience frequent power outages and i have noticed that whenever the pressure tank is totally empty the pump often fails to start and refill the tank because the pumptec device trips on ‘undercurrent.’ After power cycling a few times it will work and fill the tank.
It seems odd that this only happens when the tank is empty. I realize that indercurrent alarm can indicate dry well condition but the fact that this only seems to happen when the power goes out makes me think its not a dry well condition.
Was just wondering what the cause could be. I am suspecting the pump or control box are going out but not sure how to test for that.

Undercurrent should not happen when starting after the tank is empty. The pump should be running at max current when that happens. Might try to hit the "calibration button" when the tank is filling.
