New Resin but still have white build up accumulating on faucets

I have a Whirlpool water softener. It is 10.5 yrs old. About 6 months ago I suddenly started getting white build up on my faucets. I paid someone to test my water and it was a bit hard and he said I needed to replace my water softener. A second consultation said I could just have the resin changed. I opted to have the resin changed and the unit cleaned. Unfortunately, I am still getting white build up on my faucets (a lot). I've recharged it several times and use the approved cleaner in the brine well every time I add salt. I poured a lime cleaner down my drains and let it sit for a couple of hours but I assume that is only pipes for outgoing water. I also put some in my water heater tank (this was all suggested to me) and drained it after a few hours. The water tests as soft. What is going on? I'm going to get a new water softener but I am unsure if that will fix the problem of all of this build up on my plumbing fixtures?
