Main shut off before meter bleed hole?

Hope everyone is well .
I am replacing my whole house inline water filter. I want to also replace some original 1956 copper line from the meter to the filter. It requires me to shut off the main valve..
However when I get about half way through the shut off, water shoots out through a small , what I think is , a bleed hole as seen in the pictures. The more I close the valve the more pressure goes through this small bleed hole. In the event of avoiding a catastrophe, I reopened the valve and the bleed hole does not shoot water.
I am hoping that if I were to fully close the valve it would also close the bleed hole? But i didnt want to chance it without double checking. Is any one familiar with this older brand valve? Thanks.

EDIT- Well, now there is a very very slow drip from the hole. So i guess unless there is a miracle, ill need to replace it.
in the third picture , it seems to me its 3/4 copper line in (residential) to a possible brass 3/4 (female both ends) 3/4 valve. to perhaps brass threaded 3 inch line into the meter? the threaded pipe to the meter is thicker then the 3/4 copper and it looks like a flange on the end at the meter. most likely nothing is going to match up length wise with a new valve. So what would you suggest? 3/4 ball valve (unless there is a specific main type valve i need?) FNPT both ends connect to brass threaded pipe flange on meter side to the meter?
