Post some pictures of the valve so we can identify the needed repairs. He either used the wrong parts, didn't replace ALL the parts, or got it together wrong.

Probably a Delta. He needs to replace the seats-and-springs at a minimum, and then adjust the ball pressure on them by snugging the plastic adjusting ring clockwise.
