Would these bathroom vanity water supply changes be straightforward? (Photo and text.)

Grandma's vanity (which is of course next to a pink flushometer toilet) is falling apart. Definitely needs a new one.
So would like to have some water-supply changes made at the same time.

Current water supply: valves don't turn, and no idea what's behind the tile or under the escutcheon plates. Photo attached.

As an end-point, would like:
1) shut-off valves that work (quarter-turn preferred), and
2) the addition of toilet-supply-sized(?) water connections (both H/C?) in anticipation of a future need to connect some sort of bidet-function seat.

Would appreciate comment on whether all this is straightforward, or how to get there, if it's not.
