I cant seem to get the pilot flame big enough to hit the thermocouple. I cleaned out the orfice. There is no adjustments for the pilot flame.

Your picture does not show the flame or the thermocouple. I have read that with some WHs, you have to bend the TC mounting bracket to bring the thermocouple to the flame.

I did that, but the flame is to small, I see no way to adjust the pilot flame bigger. I even took out the sparker to get the thermocouple even closer, still pilot is to small
