Remove bath sink faucet

I am trying to remove this newer faucet from a very old bath sink. The story is the hot water leaks. I replace the washer, some time later it starts leaking again. I try removing the seat but no go. I try a reseating tool but not go. So I am going to pull it, see if I can tell if it has removable seats, or replace it.
I can't figure out how to remove spigot.

You are correct! Removed and replaced. By the time this got OK'd for posting, problem was solved.
