Don't want to delay the pump coming on. The lower the pressure when the pump starts the more GPM it will put out. You want the pump to start at a pressure than only lets it produce the 2,3, or 9 GPM you are using at the time, which is what the CSV will do when set at the start pressure.
I was talking about a vacuum breaker on the suction line of the pump, so it would suck air before putting a vacuum on the meter and line. When the pump sucks air, a Cycle Sensor can shut it off the same as a dry well application.
