Main Water Shut Off

I don't recall if this happens every time, but I had to shut off the water to the house the other day to work on a toilet valve, and when I turned the water back on, a few drops of water dripped from where the valve handle meets the pipe. See below for pic of my meter. This has happened in the past as well, but doesn't happen every time. Only seems to happen when turning back on and I don't see any leaking water after those few drips. Is this supposed to happen for some reason?
