Kitchen Sink vibrations and inconsistant pressure

So we just moved into a new house, everything surround the plumbing has a wierd manor to it. The kitchen sink is really odd.

Turn on the cold water alone and the pressure is great.
Turn on the hot water alone and the pressure is great for about 30 seconds, then there is a rumble that you hear through the whole house.
Turn them both on and you get and 1/4 of the flow that the cold normally gets alone.

I'm renting so I'm not looking to replace anything and I don't to tell the landlord because I don't like bothering him.

Sounds like a bad pressure reducing valve or a loose washer in the main shutoff. Is the pressure bad through out the house after the noise? When the pressure is low in the kitchen leave the water on and check the bathroom and see if it is low there also.
