How to remove the pressure reducing valve bellhousing

Hello, I need to open and repair this Wilkins model 600 (See attached picture). I've used the pipe wrench with steel pipe as an extension for my leverage and I applied WD40 to where the end thread is, but it could not budge. Is there a trick or tip to open it?
