Check the elements operation with an amp meter while it should be heating.
Check the breaker and be sure the connections in the box are good, including the buss bar.
If you don't know how to check breakers call a competent electrician to do it.
Check the electrical connections at the top of the heater.
What brand is your electrical panel? FPE (Federal Pacific)
