Did irrigation company switch my water source?

I had a local company come out to service my pump and irrigation system which draws water from our deep well. I noticed a jump in my city water bill, then found that I'm using 1,500 gallons on certain days. This began literally the day after the irrigation company was out. Thus, my question: could they have switched the irrigation system from the well to city water that quickly and easily? Thanks in advance.
