Yes, but I failed to read the title.

Looks like copper to me. You could lightly scrape a spot, and look for a copper color. That looks like a soldered copper coupling at floor level.

So what to do? Maybe a cleaning solution on a shop rag, vigorously applied, would make this clearer.

Many times people are able to remove the valve, and leave the bottom nut and ferrule to connect with the new compression valve. If that does not work, the good news is that you have enough pipe to cut the pipe shorter. Dress the end after the cut, and clean the surface. Then either put on that new compression valve, or push on a SharkBite stop valve.

You turn that gap to face the wall. When I got a sharkbite stop valve, I was not expecting the gap. I thought I had received a defective valve. The gap is what lets the cover be snapped on.

If it's not leaking would you change it . Looking at it again I don't think it's a compression fitting. Looks like a threaded on shutoff

Check that one out. I don't see a compression nut .

I just did the magnet test and it stuck on. Most likely galvanized then ?

You need to grip the fitting that is protruding the floor and unscrew the nipple and valve. Replace the nipple with a chrome coated brass nipple and replace the valve. In case it's not obvious you need to have the water shut off for this.

It's up to you. The likelihood that it'll fail with a huge burst is very low. If anything it'll just start to drip. Your can keep an eye on it or replace it. Your choice.

When faced with a similar situation, I turned the body of the valve with a wrench. I figured that something would unthread at one end of the nipple or the other. In my case, the nipple came out. I put a new brass nipple in place with a new valve and escutcheon. I don't remember if it was chromed.

I understood that torquing a nipple going into the wall, I could potentially twist something. I took a chance.

So now you know that you are not going to cut the pipe and use a new compression valve. Nor will you be using a SharkBite.

Yeah I was going to use the sharkbite brass nipple and shark bite iron fitting.

I cleaned it up instead and I will wait for it to be an issue .

I guess I'm just bored lol
