Yes. But not the other way around... if the voltage looked OK at the input terminals with the breaker off, there could be a high resistance in one of the lines, and that would still give good looking voltages.Does everyone agree that if the low voltage condition exists with the main breaker off then the issue is not the circuit breaker panel or house wiring?
Good to hear that.He started saying it could be this or that but he checked it at the meter and found there really was a problem with their supply line.
