Capping plumbing question

Please see attached pics of my current plumbing in my basement. For the silver tape on the end of that pipe, is it safe if I use a proper cap to seal it, or does this sectionof the pipe need air? I know the section in white tape needs to be capped properly. What type of glue is best for this?
