In Israel's climate replacing a gas furnace with an air source heat pump (ductless or ducted) would be far preferable to a resistance-electric furnace, since you'd also get the benefit of air conditioning. The average efficiency of heat pumps will be quite high in heating mode in that climate too, EXREMELY efficient if you get a better version with continuously variable speed compressors/blowers, using only ~20% of the average power of a resistance-element furnace. Most apartments & houses in Israel could be heated and cooled reasonably with a single ductless mini-split.
