Clogged toilet help

i need help with my clogged toilet but there is a big problem.
someone put plastic wrappers in it and now it only slowly sucks water in.i tried the toilet toilet plunger but it doesn't work.
Any help please?

You may need a toilet auger, or pull the toilet and fish them out if that doesn't work.

can it work in a apartment?

Plumbing is a home is the same as in an apartment.
If you have plastic stuck in the trapway, you will need to pull it out.
It would make sense to pull the bowl, and use the closet auger from the bottom to push it back into the bowl.
Pushing it down into the drain may not be a good idea. Right now you only have a plugged toilet.

A toilet auger is a hand tool. Some work better than others.
