pressure tank replacement

I was reading postings here to see what I could do about my tank as the pump runs constantly and cycles between 30 and 60 as if there is no tank. When I went to check air pressure, water shot out of the air inlet so I assume the bladder is shot. The tank is about 9 yrs old...is that about par?

I read where you suggested to adjust new tanks about 2lbs below the switch-on pressure..is that correct? Any other tips before I replace it? Thanks.

The well pump is in a 60' well and is a 220. One inch PVC coming into basement with 3/4" copper after.

The tank is waterlogged, the bladder is broken, adverage life of a tank is 7 years, go to a plumbing distributer and buy a good tank, don't buy one at the big box store.
