What size of compressor will work for flushing water pipes

To flush heavy sediment out of water pipes in a big 2 story house, will a 24L air compressor work, or would you need a bigger compressor?

Doesn't sound like a very large compressor for the job. But if the tank is large enough even a small compressor will work. You just have to wait for it to fill the tank a few times.
