What is this additional tube for?

What is the purpose of the clear tube in the picture? This is the only toilet in my house that has this. It's on the main floor. What if I removed it and connected the fill tube directly to the fill valve instead? The tube in question goes down to my basement and broke in two. There's about 4-6cups of water coming out of there with each flush.

Never seen that on a tank toilet . why not follow the tube? maybe its rigged as a trap primer for floor drain?
