Water stained or rotted shower floor?

We’re first time homeowners and our inspector showed us these pictures of the shower floor from under the crawl space. Does this look salvageable? It looks like the seller didn’t caulk a corner in the tile completely so water had been leaking into the floor.

Leaking could have been fixed long ago. The 2x4s were clearly added after the leaking.
